One of the first things one notices when one travels out of the United States, especially to a "third world" country, is the amazing proliferation of stray dogs. I noticed this on my recent trip to a small village in Central Mexico with a friend. There, literally packs of dogs would wander the street, scattering under the hail of rocks hurled from the small fists of children, and waking me in the middle of the night with their snarls and barks outside my open window.
